Drogen in Pakistan

Pakistan ist ein führendes Land im internationalen Drogenhandel. Sowohl Cannabis als auch Mohn (zur Produktion von Opium bzw. Heroin) werden angebaut. Pakistan dient auch als Transitland für afghanisches Opium, das hier zu Heroin verarbeitet wird bevor es nach Europa oder Nordamerika geliefert wird. Während der sowjetischen Besatzung Afghanistans (1979-1989) finanzierte der Heroinhandel den Guerillakrieg der Mudschahedin gegen die Sowjetarmee.

Der Krieg wurde vom CIA und dem pakistanischen Geheimdienst ISI unterstützt. Seit der Machtübernahme der fundamendalistischen Taliban in Kabul im Jahre 1996 gehörte Pakistan zu einem Kreis von nur drei Ländern weltweit, die das Taliban-Regime als offizielle Regierung Afganistans anerkannten. Ein Artikel der amerikanischen Zeitschrift Rolling Stone zitiert einen Geheimdienstmitarbeiter:

Heroin is becoming the lifeblood of Pakistan's economy and political system. Those who control the production and international transport of heroin are using their resources to purchase protection, gain access to the highest political circles in the country, and to acquire a substantial share in the banks and industries sold to private investors...Narcotics money now fuels the political system.

Ein Artikel in Jane's Security im Oktober 2001 dokumentierte die Zusammenarbeit von ISI und Taliban:

Opium cultivation and heroin production in Pakistan’s northern tribal belt and neighbouring Afghanistan was also a vital offshoot of the ISI-CIA co-operation. It succeeded not only in turning Soviet troops into addicts, but also in boosting heroin sales in Europe and the US through an elaborate web of well-documented deceptions, transport networks, couriers and payoffs.

Joint Intelligence North [division of the ISI]: responsible for the Taliban in Afghanistan and the Kashmir insurgency. This section controls the Army of Islam that comprises Osama bin Laden’s Al-Qaeda group and Kashmiri militant groups like the Harkat-ul-Mujahideen (banned by the US last week), Lashkar-e-Toiba, Al Badr and Jaissh-e-Mohammad. Lt Gen Mohammad Aziz, presently commanding the Lahore Corps and a former ISI officer, reportedly heads the Army of Islam, which also controls all opium cultivation and heroin refining and smuggling from Pakistani and Afghan territory.

Am 18.01.1992, seinem vorletzten Amtstag, begnadigte der amerikanische Präsident und ehemalige CIA-Chef George Herbert Bush den pakistanischen Heroinschmuggler Aslam P. Adam, der eine Haftstrafe von 47 Jahren in einem amerikanischen Gefängnis absass. Es war erst die dritte Begnadigung in der gesamten Amtszeit des Präsidenten. Der Grund der Begnadigung wurde nie genannt.
